Why Sitka

Sitka, Alaska offers unique opportunities for tiny home living. With a population of 8,458, the city provides a mix of urban convenience and community charm for those looking to downsize. Explore zoning rules, find local builders, and discover parking options below.

Zoning & Placement

As of April 2026, the City and Borough of Sitka is widely regarded as one of the most progressive jurisdictions in the United States for tiny houses on wheels. Ordinance ORD 20-02S(A), passed unanimously 6-0, created a distinct legal classification for "tiny house on chassis" — defined as a dwelling of 400 square feet or less (excluding lofts) built on a chassis with or without wheels. This classification is separate from RVs, self-propelled vehicles, and fifth-wheel trailers, giving THOWs their own regulatory identity.

The ordinance adopts Appendix Q of the International Residential Code (IRC), which provides construction allowances for dwellings under 400 square feet, including reduced ceiling heights, compact stairways, and smaller lofts. From the floor joists up, a THOW must meet IRC Appendix Q standards. The chassis and all attached components must meet adequate structural strength requirements for dead and live loads. Tiny houses on chassis are conditionally permitted in the same zoning districts that allow manufactured homes on individual lots, which includes most residential districts.

Both foundation-built tiny homes and THOWs require a building permit and are subject to inspections during construction. For THOWs, the trailer must also be registered with the Alaska DMV for transport purposes. Those importing a previously built THOW must provide proof the structure meets IRC standards and apply for a conditional use permit through the Planning Commission. Verify current requirements with your local planning department before placing a tiny home in Sitka.

What to verify locally

  • Confirm whether your tiny home will be treated as an ADU, a site-built dwelling, or a recreational vehicle.
  • Ask about utility hookup requirements, especially sewer, electrical service, and emergency-access setbacks.
  • Check whether long-term occupancy is allowed on the lot type you are considering.
  • Verify minimum square footage requirements for your zone classification.

Where to Park

Communities, RV parks, and parking options in and near Sitka.

As of April 2026, Sitka allows tiny houses on chassis to be placed on individual lots in zoning districts that permit manufactured homes, subject to a conditional use permit approved by the Planning Commission. Off-street parking requirements follow SGC Chapter 22.20 — generally one parking space per dwelling unit in residential zones, though properties in the central business district are exempt. To place a THOW in Sitka, you need both a conditional use permit and a building permit. The THOW must be built to IRC Appendix Q from the floor joists up, with a structurally rated chassis. The trailer must be registered at the Alaska DMV. If shipping a pre-built THOW from outside Sitka, the builder must provide proof of IRC compliance before the new owner can apply for permits.
