Bend and the broader high-desert market remain attractive for climate, land availability, and builder access, but buyers should still treat Oregon as a highly local permitting state. The biggest advantage here is not “anything goes”; it’s that more Oregon jurisdictions now have a defined legal path than in most neighboring states.
