ADU size is limited to 50% of the primary dwelling's finished square footage or 960 sq ft, whichever is less (1,200 sq ft in RE and FR zoning districts). Bloomington has allowed ADUs since 2009, and the ADU ordinance was most recently updated through Ord. 2025-09 (passed May 19, 2025). Site plan approval and building permits are required. The 2020 Minnesota Residential Code applies, including IRC Appendix Q for tiny homes under 400 sq ft. Detached ADUs are not currently permitted under Bloomington's code — only internal and attached units. The pending Starter Home Act could expand options.
