Bloomington has allowed ADUs since 2009, and the ADU ordinance was most recently updated through Ord. 2025-09 (passed May 19, 2025). Site plan approval and building permits are required. The 2020 Minnesota Residential Code applies, including IRC Appendix Q for tiny homes under 400 sq ft. Detached ADUs are not currently permitted under Bloomington's code — only internal and attached units. The pending Starter Home Act could expand options.
