Why Tacoma

Tacoma offers a more affordable Puget Sound lifestyle than Seattle, with easier ADU permitting, strong waterfront neighborhoods, and quick access to Mount Rainier and Olympic National Park. The city's Hilltop, Proctor, and North End districts have embraced infill housing and DADUs. Winters are mild and wet, summers are dry, and the transit connection to Seattle via Sounder commuter rail keeps job access viable without King County prices.

Zoning & Placement

Tacoma sits inside Pierce County's urban growth area and has adopted Washington's HB 1337 reforms, which took full effect in mid-2025. City code now allows up to two ADUs per residential lot on any legally established single-family parcel, irrespective of lot size or width, in zones that permit residential development. The state preempts local height limits below 24 feet, stricter setback or lot-coverage rules, and owner-occupancy requirements that used to block ADU use.

Foundation-built tiny homes that meet International Residential Code Appendix Q (homes under 400 square feet) can generally be permitted as ADUs or primary dwellings through Tacoma Permits. Tiny houses on wheels remain classified as RVs under state rules and require L&I plan approval and insignia if factory-built and moved to site. Full-time THOW occupancy on private residential lots is still restricted outside designated RV parks or approved community settings.

Verify current requirements with your local planning department before purchasing land or beginning construction.

What to verify locally

  • Confirm whether your tiny home will be treated as an ADU, a site-built dwelling, or a recreational vehicle.
  • Ask about utility hookup requirements, especially sewer, electrical service, and emergency-access setbacks.
  • Check whether long-term occupancy is allowed on the lot type you are considering.
  • Verify minimum square footage requirements for your zone classification.

ADU & Backyard Tiny Homes

Two ADUs per lot are permitted (attached, detached, or a combination) on any legally established residential lot, with no owner-occupancy requirement and no added parking mandate in most zones. Maximum ADU size is generally 1,000 sq ft, and impact fees are capped at 50% of those charged for the principal unit. Height must be allowed up to at least 24 feet, and ADUs can be sold as condominium units separate from the main house.

Where to Park

Communities, RV parks, and parking options in and near Tacoma.

THOWs are treated as recreational vehicles in Tacoma. Outside of licensed RV parks and campgrounds, THOW parking on private residential lots is limited to short stays (typically guest use, not permanent occupancy). Some Pierce County unincorporated areas have slightly more flexibility for THOW parking on acreage, but you should confirm with Pierce County Planning and Public Works before committing. Private-lot monthly parking in the South Sound commonly runs $900-$1,100/mo where allowed.
